Note in chuck Schmidt's Vela retro catalog collection and timeline notes, this derailleur first appears in the 1979 17a supplement catalog with the 4 hole version cage. The band has some very light marks also but can be polished away.

13 oz or less I will add first class. Except for the aforementioned parts and some very light cage chain engagement, this derailleur is plenty good enough for a restoration of the year I have nos 788 and 776 and 89 so will include in this offer so you can rebuild with new parts.
