They are also nutted non recessed mount. I don't know the brand, they appear to be a Taiwanese or Japanese copy of campy or suntour of Brakes. 1980 's vintage road Brakes nutted non recessed mount here's a pair of Brakes that i've had in my parts bin for a few decades, I forgot I had them.

They are new, never mounted. Brake reach is standard 39 49mm short reach of today.
