Looks like it only affects the outer edge. 36 hole front and rear. Overall though these rims are very nice, they just need cleaning and polishing. I think the hubs are Hi-e but there no markings.

Vintage Hi-e track hubs, Mavic gold 700c tubular rims. They have been in storage for decades. Rear hub spacing is 120mm. Rims are gold Mavic tubular.

There is an ever so slight ding in the rim as shown photos 9 and 10. There is also some black brake pad markings.
